Once you are here, this will tell you everything you need to know about the API and USER id information, when you are ready to proceed to step 3, click on "try here" on the top right hand corner of text highlighted in yellow. Then proceed to step 3.

Now you must log into eve online website using your eve online ingame password and user name. now you may proceed on to step four.

Here you will see the API and USER ID, don't worry, as it says you should be cautionable about the FULL API but not the limited api which it allows you to provide.
